Quick answer: Final Zone 0 regulations are expected in late 2026. New construction and the combustible-fence restriction take effect immediately upon adoption. Existing homes follow: Phase 1 is estimated for 2027 to 2028, and Phase 2 is set by your local Authority Having Jurisdiction, up to five years out. In Orange County that authority is OCFA for most cities, or your city's own fire department.
